Reassigned from homicide, Clint Eastwood’s Harry is paired with Felton Perry’s Early Smith as the investigation starts pointing back at the police department — and a circle of motorcycle cops with their own idea of justice. As the body count climbs, Harry has to sort out who’s cleaning up the streets, who’s protecting them, and where his own code ends.
