San Francisco is under siege by a rooftop sniper calling himself Scorpio, and police inspector Harry Callahan is assigned to stop him before the killings spread. Clint Eastwood is Harry, a blunt, rule-bending detective whose methods put him at odds with both suspects and the system around him. As ransom notes, kidnappings, and ambushes turn the case into a citywide panic, Harry and his new partner chase leads from crime scenes to stakeouts across the city. Andrew Robinson’s Scorpio stays just out of reach, pushing the investigation into a tense contest between procedure and vigilante instinct.
