After testifying against police corruption, Pittsburgh homicide detective Tom Hardy is pushed out of the murder squad and into the river rescue unit. Then a serial killer starts targeting women around the city, and the pattern points back to a case Hardy never let go. As bodies turn up and suspicion circles toward him, he chases leads through the streets and waterways he knows better than anyone, trying to stop the killer before he is framed for the crimes. Bruce Willis plays Hardy, with Sarah Jessica Parker as the new partner drawn into a hunt that keeps turning personal.
