Kenneth Feinberg (Michael Keaton), a prominent Washington lawyer, is appointed Special Master of the September 11th Victim Compensation Fund and tasked with putting a financial value on thousands of lives lost. What begins as a legal and bureaucratic process becomes far more personal as he faces grieving families, rigid formulas, and pressure from Washington. Stanley Tucci’s Charles Wolf stands out as a forceful critic of the fund’s terms, while Amy Ryan brings a quieter counterpoint as Feinberg’s wife, Camille. The film moves between meetings, hearings, and private conversations where policy language collides with grief.
