Transferred to head the police in Sai Wan district, Sergeant Dragon Ma finds that cleaning up one neighborhood means taking on a gangster kingpin, runaway pirates, anti-Manchu revolutionaries, Manchu loyalists, and a superintendent inside the force who’s tied to the corruption. Jackie Chan is Dragon again, moving the character from waterfront scrapes into a busier web of police work, street fights, and political unrest. Maggie Cheung and Rosamund Kwan join the ensemble as Dragon gets pulled between official duty and a city crowded with rival factions.
