In late-19th-century Hong Kong, pirates control the waters while British authorities and bribed officials keep the Coast Guard on the back foot. Jackie Chan is Dragon Ma, an officer determined not to let his unit become a public joke, even as every move against the pirates meets resistance on land as well as at sea. Sammo Hung and Yuen Biao are part of the tangle around him as the story moves through dockside clashes, police politics, and elaborate martial-arts slapstick staged against a colonial port city.
