Interpol agent Louis Salinger is chasing a bank that operates like a shadow government, financing arms deals, laundering money, and eliminating anyone who gets too close. Clive Owen is Salinger, with Naomi Watts's Manhattan assistant district attorney Eleanor Whitman joining the case as it widens from Berlin and Milan to New York and Istanbul. Each lead points to a larger network linking organized crime, corporate power, and political violence, while witnesses disappear and the investigators themselves come under pressure. The hunt unfolds through boardrooms, back channels, and cross-border surveillance as Salinger tries to expose an institution built to stay untouchable.
