Framed for crimes against the country and disavowed by presidential order, the G.I. Joe team is driven underground just as Cobra tightens its hold on Washington. Dwayne Johnson leads the remaining operatives alongside Adrianne Palicki, with the Joes trying to clear their name while fighting an enemy that now reaches into the highest levels of government. Jonathan Pryce is the President at the center of the crisis, as Zartan and Cobra Commander turn political power, surveillance technology, and the threat of missile attacks into weapons of their own. Covert rescues and large-scale battles push the Joes from secret missions into a direct counterstrike.
