When a gilled creature rises from Tokyo Bay and starts changing with every attack, Japan's government lurches from meeting to meeting as the destruction spreads. Hiroki Hasegawa is a deputy chief cabinet secretary pushed into an improvised task force, while Satomi Ishihara arrives as a U.S. envoy carrying classified clues about the monster now being called Godzilla. Rather than staying only with the wreckage, the film follows ministers, analysts, and civil servants as they work through evacuation plans, political gridlock, and a national emergency that keeps mutating in public.
