When Liu Yue Ping reports that a wealthy prisoner, Cao Yuen Yuen, has been bribing Hong Kong correctional officers from behind bars, ICAC investigator William Luk (Louis Koo) enters prison as an inmate to follow the money from the inside. Outside the walls, Luk’s partner Ching Tak Ming and Chief Inspector Lau Po-keung keep the investigation moving while he works under cover in a closed system where inmates and officers are tied together by favors and cash. The case stays fixed on prison corruption, shifting loyalties, and the risk of exposure once Luk is locked in with the people he’s investigating.
