That split ambition—ruthless expansion on one side, legitimacy on the other—keeps everyone guessing about what he wants and how far he will go. As Frank rebuilds his empire, the city turns into contested ground, with gang warfare, police pressure, and betrayal closing in from every direction. Christopher Walken centers the story as a boss trying to rule both the underworld and the image he presents to the world.
