After a diamond is stolen in Hong Kong, the insurance company on the hook for it sends in a former CIA agent to track it down. Jim Kelly is the outsider dropped into the middle of the hunt, moving through the city’s criminal underworld as the search turns violent. At the same time, Sing Chen’s member of the robbery crew starts to pull away from the gang when his girlfriend urges him to leave that life behind. The setup splits its attention between the recovery mission and the thief’s wavering loyalty, with martial-arts clashes folded into the chase.
