In 1870s New Mexico Territory, a group of young riders are deputized after the murder of the rancher who took them in. Emilio Estevez is Billy the Kid, the most reckless of the bunch, and Terence Stamp's John Tunstall is the benefactor whose death sends them after the killers. What starts as frontier justice hardens into open conflict as Billy pushes his authority past the badge, leaving the Regulators hunted by the same law they were meant to serve.
