In 1980s Washington, Tom Hanks is Charlie Wilson, a Texas congressman whose interest in the Soviet war in Afghanistan turns into a back-channel effort to arm the mujahideen. With help from Julia Roberts's wealthy Houston socialite and the blunt CIA operative Gust Avrakotos (Philip Seymour Hoffman), Charlie works through Congress, intelligence channels, and foreign allies to expand a covert operation far beyond its beginnings. The story moves between D.C. dealmaking and refugee camps in Pakistan and Afghanistan, with Cold War policy shaped by personal access, bureaucratic fights, and improvised alliances.
