In an Arizona desert town, Packard Walsh’s gang terrorizes local drivers by forcing them into drag races and taking their cars. After the gang kills teenager Jamie Hankins, a mysterious biker named Jake Kesey appears and begins going after them. Charlie Sheen is Jake, whose arrival also pulls him toward Jamie’s girlfriend Keri, while Sherilyn Fenn’s Keri is still trapped in Packard’s orbit. Randy Quaid turns up as Sheriff Loomis, unable to stop the gang through ordinary means. The setup folds supernatural revenge into street-racing action, with motorcycles, muscle cars, and a small town running on intimidation.
