After his brother is killed, Jet Li is Han Sing, a Hong Kong fugitive who heads to Oakland and lands in the middle of a violent struggle between Chinese and Black crime families fighting over the docks. His search for answers brings him to Aaliyah’s Trish O’Day, the daughter of a rival boss, and the two start following a trail that doesn’t fit the street war happening around them. The story lifts the feud at the center of Romeo and Juliet into a contemporary crime setting, mixing martial-arts set pieces with guns, double-crosses, and a hip-hop-inflected turn-of-the-millennium Oakland backdrop.
