In New York City, four mutant turtle brothers trained in ninjitsu by their rat mentor Splinter come up from the sewers to confront Shredder and the Foot Clan, a gang tied to a spreading crime wave. Judith Hoag is reporter April O'Neil, who stumbles into their hidden world, while Elias Koteas's masked vigilante Casey Jones becomes an uneasy ally. Between back-alley fights, rooftop chases, and the Turtles' constant bickering, the movie keeps one foot in comic-book fantasy and the other in a grimier street-level version of the city.
