On a U.S. Army base in West Germany in 1989, Elwood is less interested in military duty than in keeping a thriving black-market operation running. Joaquin Phoenix is the smooth, slippery clerk at the center of it all, stealing, dealing, and working his way around the chain of command while his superior (Ed Harris) looks the other way. As the Berlin Wall is about to fall, the base’s routine corruption starts to tighten when a newly arrived sergeant, Scott Glenn, begins cracking down. Elwood answers with riskier schemes, drawing weapons, drugs, and the military police into the same mess.
