In the tense months before December 1941, American and Japanese military leaders move from failed diplomacy to the attack on Pearl Harbor, with the story shifting between Washington, Tokyo, and Hawaii. Martin Balsam and Jason Robards are part of the American side of the ensemble, while Sô Yamamura and Tatsuya Mihashi appear among the Japanese officers preparing the strike. Rather than centering on a single hero, the film follows briefings, negotiations, intelligence failures, and command decisions on both sides as war becomes unavoidable. The title refers to the code words sent when the Japanese pilots confirmed they had caught the Americans by surprise.
