After a factory worker is killed during a brutal accusation over stolen ammunition, a 1930s arms plant in China is hit by a string of shootings with no bullets left behind. Ching-Wan Lau is Song Donglu, the eccentric inspector sent to untangle the case, alongside Nicholas Tse’s quick-drawing partner Guo Zhui. As rumors of a phantom bullet and a factory curse spread through the workforce, the investigation moves through rain-soaked workshops, Boss Ding’s intimidation, and a murder mystery built around vanished evidence.
